Wasted Honor -

Carl R. ToersBijns is the author of the Wasted Honor Trilogy [Wasted Honor I,II and Gorilla Justice] and his newest book From the Womb to the Tomb, the Tony Lester Story, which is a reflection of his life and his experiences as a correctional officer and a correctional administrator retiring with the rank of deputy warden in the New Mexico and Arizona correctional systems.

Carl also wrote a book on his combat experience in the Kindle book titled - Combat Medic - Men with destiny - A red cross of Valor -

Carl is considered by many a rogue expert in the field of prison security systems since leaving the profession. Carl has been involved in the design of many pilot programs related to mental health treatment, security threat groups, suicide prevention, and maximum custody operational plans including double bunking max inmates and enhancing security for staff. He invites you to read his books so you can understand and grasp the cultural and political implications and influences of these prisons. He deals with the emotions, the stress and anxiety as well as the realities faced working inside a prison. He deals with the occupational risks while elaborating on the psychological impact of both prison worker and prisoner.

His most recent book, Gorilla Justice, is an un-edited raw fictional version of realistic prison experiences and events through the eyes of an anecdotal translation of the inmate’s plight and suffering while enduring the harsh and toxic prison environment including solitary confinement.

Carl has been interviewed by numerous news stations and newspapers in Phoenix regarding the escape from the Kingman prison and other high profile media cases related to wrongful deaths and suicides inside prisons. His insights have been solicited by the ACLU, Amnesty International, and various other legal firms representing solitary confinement cases in California and Arizona. He is currently working on the STG Step Down program at Pelican Bay and has offered his own experience insights with the Center of Constitutional Rights lawyers and interns to establish a core program at the SHU units. He has personally corresponded and written with SHU prisoners to assess the living conditions and how it impacts their long term placement inside these type of units that are similar to those in Arizona Florence Eyman special management unit where Carl was a unit deputy warden for almost two years before his promotion to Deputy Warden of Operations in Safford and Eyman.

He is a strong advocate for the mentally ill and is a board member of David's Hope Inc. a non-profit advocacy group in Phoenix and also serves as a senior advisor for Law Enforcement Officers Advocates Council in Chino, California As a subject matter expert and corrections consultant, Carl has provided interviews and spoken on national and international radio talk shows e.g. BBC CBC Lou Show & TV shows as well as the Associated Press.

Controlling Trolling in Arizona Prisons

Controlling Trolling

I have been wondering how long it will take for those state leaders who are trolling the state looking or wandering around searching for the right person to lead Arizona’s prison system. It has struck me lately that the frequency of prison happenings since 2009 has resulted in more prison deaths, more staff injuries and certainly more uncontrolled melees that are strong indicators of weak leadership and lack of guidance from above.

Reading a lot about these “incidents” throughout the state and listening to the concerns of correctional officers that work these tough beats inside our penitentiaries, I can picture a bunch of “retired while on active duty” (R.O.A.D.) men and women sitting around the large conference table on the fourth floor surrounded with trophies of personal accomplishments over the last decade or so but none relevant to the issues on the table today.

None of them are engaged in business-like conversations or discussions. The laughter is loud as they sip on their custom bought bottled water and exaggerating their self importance to the group. It’s fair to say that when you develop a picture of someone in charge you may find an image of someone intelligent, sober, considered, polite and yes empathetic to the agency’s needs and troubles.

I am certain you will not find anyone fitting that description on the fourth floor down on Jefferson Avenue near the Arizona state capitol. Instead you may find cold hearted, calloused, drunk or under the influence of a liquor type of attitude running this state agency that only thinks of themselves rather than those that carry the burdens of this agency on their backs, the correctional employee and correctional officers.

What they should be talking about are issues pressing within the agency that start with rule of law and compliance with their own policies and procedures. Releasing politically correct statements every time there is an incident, they attempt to do damage control by doing nothing. In the meantime, employees suffer at the most “difficult juncture” of state leadership and prison chaos as we find that nobody on the fourth floor gives a damn about them or anything else since they are all secured with their double dipping paychecks safely deposited in their checking accounts for an unlimited amount of time.

Rather than acting responsible, they act foolish and make demands that are unrealistic. They constantly change internal policies and procedures without a legitimate basis for doing so. They ignore basic and sanctioned American Corrections Association (ACA) accreditation standard and fail to act accordingly to avoid lawsuits and other litigation events.

Acting in an adolescent manner while screaming at their subordinates, they ignore the rape of the system and widespread anger about their lack of ownership / leadership of their own priorities and public safety. Showing no willingness to develop positivity within the agency and implement a bold strategy to get back on track with sound correctional practices and following the rule of law, this scandalous behavior will continue until someone in the Capitol wakes up and realizes this abuse impacts their reputations as well as endangering the communities and public safety.

To date, hundreds of citizens have been marching in the streets carrying signs asking for help and attention to those issues brought forth. Every day, the news prints another failure in ink to remind our communities that they are not safe with prisons inside their communities. However, it is clear nobody in the legislature or the governor’s office is listening.

Bland press release statements try to convince the public and the media everything is all right but in reality these prisons are coming to a boiling point and nobody is watching and preparing for such a calamity.

I don’t think this is a case of lack of resources or ability to prepare or to respond to prison problems. I think it is more a policy of apathy and trolling techniques to allow the inevitable to occur and then take an “I told you so” approach asking the legislature and the governor for more money to run the system that has failed because of deliberate indifference to its needs internally and operationally neglected.

There are no growing pains as the system’s population is actually shrinking. It is shrinking in prison population and it is shrinking in retaining experienced and qualified personnel. With empty beds available, they continue to insist to double bunk maximum custody prisoners in a newly proposed prison bed bid without first controlling and managing existing maximum custody beds that contribute to a high rate of homicides, suicides, staff assaults and delays in medical care as well as mental health treatment for those locked away in solitary confinement without a due process review making their stay their indefinitely and finally when their time is done, released back to our streets.

There is only pettiness and bad faith dealings with our elected officials, our citizens and the communities put in harm’s way because of poor administrative guidance, communication and closed channels of transparency that creates tension and anger throughout the state’s prison population as well as their own 10,000 employees who depend on this administration to protect them and not throw them to the wolves as are doing today.

The bottom line is we rely on state leadership to keep channels open particularly at times of turmoil or disruption. When channels are closed its inflames emotions and anger and it would be more realistic if they would spend their time working on these problems rather than spending most of their time engaging in irrelevant dialogue while engaging in tasks that actually makes their jobs more difficult than easier because of their own device.

Does your vote count in the upcoming election ~ Read my Crystal Visions now ~

Crystal Visions ~ Apocalyptic Events

We are nearing the end of a crystal vision of apocalyptic magnitude. I don’t know where this vision came from but I fear it to be true in nature as I see the lightning strike the ground and hear the sky rumble with thunder. This vision may be one of the most important of all my visions as it can be summed up to be the end of free societies everywhere and the destruction of our safe and secure way of life throughout our country and the world. Everything I have read, observed and experienced is coming to a non-telepathic message that can be heard and understood by many yet nobody is listening to the words or warnings.

I could hear my inner conscious saying to me “even if you followed what you have been taught and live the same way you have lived for the last 64 years, all that you know will come upon you but you can’t change it, nobody can.” The message was clear, it was a time for war as I envisioned horrible scenes of violence and senseless killing among those imprisoned by oppression and depression throughout the world and at home living so close to me.

It was not without warning this war would break out. The writing has been on the walls for decades as society ignored these visions projected numerous times on the front pages of most newspapers and societal blogs. This was not“nuclear fallout” or an out of control communicable disease breakout killing innocent babies as well as man and woman.

Looking at how 2012 is ending with the highest rate of violence within our societies it was inevitable the chaos would break loose and run rampant and out of control. This was a man-made war that was fueled by greed and corruption by those who planned to destroy all that was God made and good to mankind. This destruction of hope and freedom targeted those who believed in the preservation of life and human dignity. Crossing religious beliefs, they cursed the good and slaughtered the “worst of the worst” to send a message of fear and domination to the world.

In my visions, I was in a hundred places at once, from the Arizona deserts to the forests of Russia all the way down south in the rain forests of Brazil and the mountain tops of the snow capped Andes Mountains in Peru. Somehow it was clear to me an Armageddon will come projected and caused by fear.

This feeling of fear is not an unnecessary one for it includes the fear that humans have given up on other human beings and stripping them of all their civil rights and dignity in the name of public safety and tough on crime. Fear of the being neglected, tortured or hidden out of sight to avoid culpability and liabilities. Fear of being left for dead and unburied so that the birds can scavenge their flesh and soul down to the bones.

As the internal and world-wide economy suffers and our lands become dry and parched, our wheat and corn are ruined by month long droughts compounded by the numerous waves of attacks by tsunami caused waters and torrential rains flooding parts of the world.

I see more natural disasters coming our way. The splitting of the earth by Southern California originating earthquakes and man-made famine that will cause suffering as people give up on hope in keeping their freedom for the sake of being kept safe by their governments.

Corruption and greed in control and wielding the power, governments are demonstrating a willingness to habituate with the cartel and other criminals to profit from illegal activities and political games.

My visions expanded to the poor, the middle class as well as the wealthy. I saw beggars starving and rich ones in expensive suits holding out their hand begging for food in the streets holding a cup or a bowl seeking for scraps of food or water. Losing hope of ever recovering from such a disaster again, many are too weak to fight the fear and are seen curled up in the fetal position waiting on death to knock on their door seeing the gift of death a most reasonable relief of their plight and sorrows.

This crystal vision was endless for it included civil wars in Mexico and the Central Americas. Now, our North American Continent, a mass of lands with no real borders, immigrants become refugees, desperately struggling to safely reach outside the war zones and climbing high perforated steel walls and chain link fences; running for their safety and freedoms as the war on the border intensified.

This sea of refugees overtakes any obstacle and rush into the deserts and nearby cities driven by fear and the loss of faith in God and religion. Not looking for a new life or a new beginning they are fleeing the cruel and brutal regimes in power now just to survive and start life all over again.

So before you think this vision is a dream, you better wake up along with others that this election this year is the pivotal point of our entire existence as a free society and as a decent and orderly human race that is compassionate, kind and helpful to others without levels of entitlement to entice the vote and without the influence of greed to buy your vote.

Human Rights Conform to Local Values?

Why Human Rights are Inconsistent throughout the world

Paying attention to recent events throughout the world where governments have focused on human rights of people from many different backgrounds, cultures and various geographical regions there is a storm brewing on the horizon. Certainly, when one looks at these allegations, there appears to be an inconsistent but powerful demand to not conform to universal standards and focus on local cultures and values instead.

Leaving government to draw their own human right values based on local cultures and traditions opens up a Pandora’s Box to creating various rules or by laws not consistent with those already established by many existing decrees and mandatory rules we live by today and will impact those constitutions developed or created in democracies throughout the world today.

Implementing and defining human rights according to local customs will certainly impact existing stand-alone standards that will conflict with those already written and enforced in many countries. It is with high certainty that these new rules or bylaws will be influenced by religious ideology, political traditions and regional inferences.

Thus this creation or adaptation of local human rights laws or bylaws is seriously flawed and imposes unnatural sanctions or values not shared universally as either acceptable or a violation of existing laws. One such influence could be the laws pertaining to Sharia Law and its values. Certainly not appropriate for a universal application, it contradicts the rights of others as well as our own Constitution.

It is my opinion that if third world countries insist in establishing their own human rights that this is another attempt to arbitrarily use human rights as a tool to justify the means to oppress people who criticize and condemn their government thus attempting to regulate their freedom as well as voice.

Using the law as leverage to enforce such condemnation or disagreement in speech or principle, we can see that these new human rights laws will create more conflict and violate people’s rights everywhere this kind of action is contemplated and implemented within the next few years.

Politicians responsible or sign of the times?

Prison Violence up in 2012 - reasons for such acts??

2012 ~ most violent year for prisons everywhere

The front pages of national newspapers have captured the fact that 2012 is shaping to be the deadliest year in more than ten years inside our prisons whether federal, state owned or privately run. The homicide rates are up and with still three months left in this year, it is likely to be a record setting number for prisons in California, Colorado, Texas, Arizona and many others.

Staffer dies in Colorado prison, second one critically injuredLawmakers say that there doesn’t appear to be one main reason for the high numbers of lawbreakers are killing each other inside prisons but describe the events reported to be a result of prison-made weapons [contraband] and the use of gang style of attacks using “hands and feet kicking” as main weapons in most cases.

One thing all prison officials agree on. Many of the fatal attacks were “beatdowns” and altercations that resulted in death because of some kind of disagreement or conflict between the victim and those assaulting that prisoner. They also agree that prisoners are more aggressive and violent than before. They tend to act out more violently against not only staff but other prisoners, a trend that is worrisome to many officials.

So what are the contributors to this increased violence? Has anyone taken the time to look and see what prison officials can do to decrease violence and these homicide rates that is out of control? Serving prison terms that are lengthy appear to have been a contributor in risk taking attitudes as it doesn’t serve as a deterrent in many cases for those already sentenced doing time for twenty years or more. Doing life or multiple sentences consecutively gives a prisoner no hope of ever leaving prison and increases their risk taking and joining gangs or other disruptive activities to make it easier for them to do time with the maximum amount of benefits provided by their predatory life styles.

Altercations are difficult to prevent. However, intervention methods has failed to be sought to reduce the prison violence that can be surmised to be happening because of an increased prison population that is growing and out of control creating overcrowded living conditions and other factors triggering violence.

Since sentencing laws fall under the purview of the legislature it would be a moot point to discuss truth in sentencing formats in any shape or manner related to this problem. On the other hand, a warning is given to those who are involved in this process that hundreds of innocent people [staff] are getting seriously hurt, disabled or killed because of this contributing factor that impacts reckless acts of violence. Also perhaps all prison administrators will take the time to re-visit their policy making of three main areas of concern – classification, housing assignments and programming.

Classification – an increased population of the elderly, 50 years older or higher has impacted the living conditions inside dormitories and open yard style units. Housing a younger prisoner with an older prisoner has demonstrated to be a problem in many areas as well as matching up racial or ethnical criteria to maintain a peaceful or harmonious environment.  Bed space dictates assignments and ignores the basic information needed to make a sound housing assignment decision.

Overcrowding has impacted the ability to house by the same procedures as before and has impacted double bunking cells in all custody levels including maximum security. Also a factor is decreased funding eliminating both inside prison jobs and outside prison jobs and other classroom programs inside prisons. Prisoners are idler today that ever before. A large percentage doesn’t work or earn a wage like five years ago when the funding for work was not a problem for many prison systems leaving them roaming the yards and housing units getting into trouble or conflicts with staff and other prisoners.

Fundamentally and truthfully, this is a man-made and a politically generated agenda created problem. Mass incarceration fans didn’t calculate the high expenses for keeping prisoners incarcerated longer and higher custody levels that are more expensive to maintain in need for more expansion of prison beds. Adding beds whether permanent or temporary impacts the prison milieu immediately as it rarely takes into consideration space allocated for the prisoner’s personal belongings and their toilet needs or accessories. Disrespect issues are on the rise and nobody will point the finger on an offender who is protecting his or her own property dignity or property in today’s prison world. This is compounded by gang activities that make living on the yards expensive and burdensome to those who have no money from home or a job.
Taking out single bunks and replacing them with double bunks inside high custody units has created an increase of “gladiator style of attacks” and frequent serious injuries as most of the cell has metal amenities and little space to fight leaving the one that has been knocked down at a complete disadvantage inside that crammed cell.

Staff shortages have created these “window of opportunities” for these fights and very often, the fight is never detected unless the injured prisoner manages to get the attention of a staff member making their rounds as required.  However, the shortage of medical staff has delayed medical care and most are left to treat their own wounds or injuries to avoid being written discipline for fighting or any other rule infraction regardless of their custody level or housing assignments.

Thus it is fair to say the “writings are on the wall” that this problem will not go away anytime soon. In fact, with no changes in the laws, the funding for more prison staff and prison programming to return the ideology back to rehabilitation, it is likely these “gladiator schools” will expand and become even more violent than they are today created by ignoring the problem, the growing elderly population and the more violent and aggressive younger population that create most of the animosity inside prisons at the cost of all of those who just want to “do their own time” without bothering anyone else.
