Carl R. ToersBijns is the author of the Wasted Honor Trilogy [Wasted Honor I,II and Gorilla Justice] and his newest book From the Womb to the Tomb, the Tony Lester Story, which is a reflection of his life and his experiences as a correctional officer and a correctional administrator retiring with the rank of deputy warden in the New Mexico and Arizona correctional systems.

Carl is considered by many a rogue expert in the field of prison security systems since leaving the profession. Carl has been involved in the design of many pilot programs related to mental health treatment, security threat groups, suicide prevention, and maximum custody operational plans including double bunking max inmates and enhancing security for staff. He invites you to read his books so you can understand and grasp the cultural and political implications and influences of these prisons. He deals with the emotions, the stress and anxiety as well as the realities faced working inside a prison. He deals with the occupational risks while elaborating on the psychological impact of both prison worker and prisoner.

His most recent book, Gorilla Justice, is an un-edited raw fictional version of realistic prison experiences and events through the eyes of an anecdotal translation of the inmate’s plight and suffering while enduring the harsh and toxic prison environment including solitary confinement.

Carl has been interviewed by numerous news stations and newspapers in Phoenix regarding the escape from the Kingman prison and other high profile media cases related to wrongful deaths and suicides inside prisons. His insights have been solicited by the ACLU, Amnesty International, and various other legal firms representing solitary confinement cases in California and Arizona. He is currently working on the STG Step Down program at Pelican Bay and has offered his own experience insights with the Center of Constitutional Rights lawyers and interns to establish a core program at the SHU units. He has personally corresponded and written with SHU prisoners to assess the living conditions and how it impacts their long term placement inside these type of units that are similar to those in Arizona Florence Eyman special management unit where Carl was a unit deputy warden for almost two years before his promotion to Deputy Warden of Operations in Safford and Eyman.

He is a strong advocate for the mentally ill and is a board member of David's Hope Inc. a non-profit advocacy group in Phoenix and also serves as a senior advisor for Law Enforcement Officers Advocates Council in Chino, California As a subject matter expert and corrections consultant, Carl has provided interviews and spoken on national and international radio talk shows e.g. BBC CBC Lou Show & TV shows as well as the Associated Press.

Is Life Fair?


So many times do we express these two words without so much thinking about the real issue at hand. Because of our own expectations, whether real or unreal, these two words “fair” and “justice” often cross our tongues as we fail to accept what is perfect and that we may be imperfect causing things to go bad or bring negative emotions to what we call unfair conditions imposed on us in our lives.

In a perfect world the Fairness Doctrine which states in part that “Life should always be fair and exactly equal for everyone” is an unrealistic expectation to say the least. The reality is that life is filled with setbacks, disappointments and gloom. Balancing life to give us fairness is not often practical as much of this process is based on things you have no control over. Calculating fairness and what you perceive to be fair is a perspective that has little to do with reality.

For starters, if my life was happy all the time, prosperous and void of miserable situations or stress it would be fair to me. However, this fairness belief system has little to do with the reality that life has been unfair to me and that it does not contain happiness all the time nor the other negatives of life as we speak. In other words, it is best I abandon my fairness doctrine and deal with the realities around me.

It can be replaced with the happiness doctrine. It states that I will choose that which contributes most to my and others' happiness. I accept that my life and all my options are a gift. If I compare my gifts to others' especially to those that have more. I will only reduce my appreciation of my own gifts.

There really is some "justice" in this world. What I have been saying about "fairness" is that rigidly holding on to a fairness doctrine can undermine our happiness. However, one concern people express to me is that if they do not hold on to this doctrine, then there will be no justice or consequences.

We live in a world controlled by natural laws which we cannot "break." Natural laws do provide some measure of natural consequences-of rewards and punishments of our actions. Society can also create laws which provide additional rewards and punishments. Frequently the guilty seem to go unpunished. Accepting the fact that the choices you made are your goals for happiness is as close as it get to being fair.

Anger & Hostilities

The happy song has hit this nation by storm and there is much to be said for being happy. Happy is a positive feeling that may actually take you to a better life if you know how to leave the anger behind. Sometimes, in our lives, there appears to be more annoyance than happiness. Some of the reasons we allow our senses to bring out the madness as we are targeted or criticized by a person or the boss, an attacker or belligerent individual, disagreements with family, friends or co-workers and sometimes, anger with yourself.

The first thing we have to admit is that anger brings hostilities and not accepting what the reality is at the moment and usually is something you can’t change. Hostilities bring out surges of negative energies aimed at another person or a threat that you may have identified to be a cause of the problem. Reacting with hostility is a self-admittance that you do not have the ability to accept the unchangeable.

Keeping the two apart is very important to remember for anger can be more socially acceptable but hostilities are destructive and often harmful to others or self. Normally hostilities create conflict with rules and laws established under the rule of public complaints or threats and nuisances to others.

Anger can often be self-maintained and controlled while hostilities are usually external and visible as you are observed to yell, kick, curse or throwing a temper tantrum that only serves to beat yourself up even if you have learned your lesson.

Thus we may agree that anger is the lesser degree of the two as hostility is not accepting the change or surrendering to the reality. Hostilities that are ranted for prolonged periods even after your realization that you can’t change the fact brings it beyond the reality. It is here where you begin to demonstrate emotions of desperation or projecting an “I am right” attitude that may be difficult for others to understand.

If you believe that you can choose to be happy and have learned the methods of controlling your temper or anger, you know that you can be happy in the future-no matter what the reality is. Therefore, accepting the fact that past is the past, to forgive is best and letting go will allow you to change your reality and move on.

A response to a special report on Mesa Police by Wendy Halloran - Phoenix news12


I finally had a chance to watch these two intense reports by Wendy Halloran – your remarkably accurate and factual journalist / investigative reporter and the citizen’s champion for justice.

The first report titled “the Fun House” was really scandalous as I found its contents to be disgusting, revolting and ghastly in nature as it made me recognize the fact that some cops act that way behind closed doors in areas not available to the public. It was certainly a tarnished reflection of their badge, uniform, sworn oath to protect and serve and revealed a vulgar comportment that can only be described as inequitable and condescending to the worth of human beings that lived there in.

Whether they were homeless or law-biding citizens these people were stereotyped to be unfit for respect or dignity and sub-human treatment, under their sworn protection as public servants.

Although it happened many years ago, it is likely still practiced and condoned in secret through their code of silence and still well hidden from their supervisors and administration or worse, still tolerated and covered up. 

Then I watched the second report and realized this shame was deeper than one could expect it to be. Watching the second report titled “Right to Know” gave me a negative impression of the administration that seemed to go the extra mile to hide this type of misconduct from the public and then, to make matters worse, encourage police officers that have received misconduct sanctions or discipline to purge their personnel files so these facts won’t be held against them when made public.

Needless to say, I am very appalled and disappointed in the Police Chief [past and present], the city administration / oversight board and the Mesa PD chain of command that endorsed these kinds of behaviors or misbehaviors through passive enforcement of the code of conduct; deliberate silence for not acting upon legitimately logged citizen complaints; encouraging pseudo&   inert informational cover-ups, failing to condemn and condoning actions through tacit approval or lesser disciplinary sanctions or even promotions after the facts gleaned their unfit behaviors to be agents of public trust.

As a citizen residing in the City of Mesa I would not trust my grandchildren in the hands of these bigoted and biased cops that roam the streets in disguise as uniformed or un-uniformed law enforcers as what they are in reality are self-appointed enforcers of their own standards and their own beliefs whether they are ethical or not since their culpability is not challenged and their [agency or PD records] transparency is discouraged.

It will be difficult to realize that not all Mesa cops act this way but to be truthful, when other cops who do not condone such conduct or misconduct look the other way, they are in some sense tolerating this type of behavior. That worries me too.

A Brief Chronicle of Arizona Prison Complex [ASPC] Lewis


Ever since the prison was built there were notorious and brutal beating taking place in this penitentiary just down the road from Buckeye, Arizona. The facility experienced trauma year after year and conditions never improved to the point where the administration was confident enough to say that the Lewis prison was operating under normal operational standards and the foul smelling trace of a wicked malady that has existed there since the very first day it opened has been cured.

A general overview will reveal many chinks in the armor of this penitentiary. The staff were new or inexperienced; the administration was out of touch with its staff; the physical plant was in disarray and the food, sanitation and medical care was atrocious. Adding the other mitigating factors of direct or indirect abuses, there was a definite touch of neglect by Central Office to ensure there was a legitimate due process in place and grievances were heard on a timely basis.

Ten years later and the Lewis hostage situation is almost forgotten except by a few. The penitentiary is still very volatile and more weekly beatings take place now than ever. Staff are spread dangerously thin and have to “buddy up” to feel safe. Sloppy searches reveal nothing but nuisance contraband as the hidden weaponry comes on the very next day after a mass search was completed and people are stabbed.

Wardens take the time off and ignore the needs of the facility and spend money on things that are close to their own personal glory or prestige rather than prioritizing the safety of others. Knowing there is tension on the yards and officers are being tested to their limits and sometimes beyond. People in key positions are taking time off to avoid the misery of their tasks and appoint designees to take care of their business taking no ownership in what happens on their yards.

Staffs are being assaulted weekly. These reports are being hindered by the fact that very few make it to the media or a press release making the appearances of law and order to exist within the Lewis Complex when in fact the opposite is true. Most of their CCTV systems are obsolete and in dire need of repairs. Insufficient funds for maintaining a sound stocked armory is a reality and staff are hindered with poor communication tools as they suffer these shortcomings day to day until it no longer matters.  There are more critical issues but not wanting to give away information that might help the enemy within.

Their locking devices are shot or impaired and nothing is being done to fund their operational efficiency or upgrade those devices in dire need of attention. These issues aren’t different from the Eyman Complex or any other major prison complex throughout the state. Their physical plant have been ignored and preventive maintenance is nearly non-existent. The water is tainted and the sewage fields are at capacity and in need of expansion. It is likely their HVAC systems will be tested this summer and will surely fail.

Cleaning supplies and sanitation priorities were no-existent. Many were denied their religious services and many more were ignored when their mail, property and other personal items were being withheld because of staff shortages or because of a retaliatory mood that was never completely justified as a means to end the “us versus them” attitude that prevailed.

Minor infractions became justified reasons to make them major infractions. Bed space was driven by an increasing need to fill beds at the higher custody levels to justify expansion of beds and the need for more maximum custody space. All these symptoms of the institutional sickness have been ignored and nothing is expected to be done before the heat of the summer in 2014.

It will be under these conditions that the disruption at Lewis will have occurred. The community has a lot to fear as this facility is in dire straits and nobody is paying attention to its fragility or demise.
The gangs roam freely as the means to control them has been given to the incompetents that use their matter of personal preference of endorsing specific yard leaders to shape and manage the lives of others no matter what the cost is or which person or persons get in their way to achieve the glory.

Pure Evil – No Guns – Just Guts

These guys that are put in prison are the bad guys under any normal definition of the word “bad.” Many are depraved because of the kinds of crimes they have committed to be incarcerated and others exceed the mindset of being depraved as they are a concentrated bunch of a holes that thrive on evil in the worst kind of cruel mental and physical manifestations of the word evil.

Although it must be said there is likely still some good men inside these man-made hell-holes, the fact remains most are bad to the core and willing to commit all kinds of tangible and intangible forms of evil in many different ways.

Being exposed to evil can make your skin crawl and your forehead sweat. It can make your palms remain sweaty for eight hours or more as your heart races twice as fast as it would when you are standing outside this ring of fire called prison. These villains are bad to the bone.
Every part of them makes up the existence of an aggravated cheapened expression that resembles the characteristics of malicious and sinful individuals crawling around in the darkness to cut your torso and make you bleed. They seek the thrill to rip apart your soul, your skin and insert a deep-to-the-bone wickedness that reveals a darkened cognizance and essence equivalent to the spirit of the devil himself.

This equal manifestation of evil is all brought forth to do harm to the good and for the good of all evil everywhere. They are unsparingly and unsurprisingly sub-human in behaviors and do not coexist on this earth as humans but rather mutants of a race once known for its kindness and compassion to all.
Thriving on the control of dark side acts while committing acts of violence and malevolence these evildoers work hard to expand their personal portfolios to the level of the Devil himself or as a God of Evil that has to be reckoned with on a day to day basis using every management tool available to keep them at bay.

These monsters have separated themselves from the normal humans chained inside these walls. They are not your everyday do good persons as they spent most of their days preying and stalking the weaker ones and the kinder ones to eat and devour their souls as evil runs in their veins to dominate and capture any goodness that might exist within these prison walls.
Heartless and cruel, they are the personification of vice and sin and stop at nothing to gain their quest over man and always win. Wanting to enjoy such evil is hard to understand for some but others have adapted their ways to deal with their motivation to damage others.
There is a no distinction made when approached by these wrongdoers. They are not given the benefit of the doubt and immediately cast into a ring of pain that controls their emotional outbursts and limits their physical ability to stab you in the heart.

They are not immortal and they are not super human but they are an unnatural evil force to reckon with and most certainly a good reason to handle their behaviors with the most urgent mindset and the compelling to hurt them before they hurt you. When they live by the sword they must die by the sword.
These wicked men commit evil for the sake of doing it. In fact they commit the evil for the enjoyment it brings them as they love to see others in pain, tortured and in agony. Their breath smells like death, decay and tongues speak about hate and ungodliness that spews out anything that resembles the words of God. They are unlike ghosts and plainly visible.

They walk amongst you with daggers in their eyes as they seek the opportunity to put a shank in your back. Understandably they are tangible but sometimes their hate is well hidden and intangible in nature but quick to appear when you trigger their souls to reveal their evilness.
They can’t be killed for extinction for every one that is slain another one takes its place. When they are exterminated they decompose rapidly and they are quickly forgotten. Seldom are they the haunters but always the haunted. Their death lights up the world for others to follow. This journey of slaying the evil ones is endless and they just keep coming like the walking dead oblivious to life and only the departed.

Killing them is easy for they have their vulnerability painted on their faces. They are not equivalent to those immortal but to find them is tricky and immensely difficult. They hide well and shape shift their appearance to be good one moment and evil the next. They can co-exist with others making them seem as good fellows rather than the wicked men they are when uncloaked and exposed to the darkness.
They re-generate their evil cells fast but they can have an uncanny ability to show only their flesh and softness upon their whim to fool someone into a state of complacency and then strike at their vital organs to please those that love evil and those that live to kill another day. Wearing their masks night and day it has become difficult to see the true faces of those that carry out this evil.

As long as there is evil, there will be a need to contain and round up those that want to kill others. Some kill for pleasure while others kill for the thrill.  As we are mere mortals seeking to live in harmony of each other and looking for the good in all, we sometimes forget that the ashes of evil lay universally around you as you walk, sit or sleep. These elements of evil are in the things you touch, you eat, drink or wear as they are everywhere and made of everything if you let them control your mind and soul to the sound of wickedness and evil.
