Carl R. ToersBijns is the author of the Wasted Honor Trilogy [Wasted Honor I,II and Gorilla Justice] and his newest book From the Womb to the Tomb, the Tony Lester Story, which is a reflection of his life and his experiences as a correctional officer and a correctional administrator retiring with the rank of deputy warden in the New Mexico and Arizona correctional systems.

Carl is considered by many a rogue expert in the field of prison security systems since leaving the profession. Carl has been involved in the design of many pilot programs related to mental health treatment, security threat groups, suicide prevention, and maximum custody operational plans including double bunking max inmates and enhancing security for staff. He invites you to read his books so you can understand and grasp the cultural and political implications and influences of these prisons. He deals with the emotions, the stress and anxiety as well as the realities faced working inside a prison. He deals with the occupational risks while elaborating on the psychological impact of both prison worker and prisoner.

His most recent book, Gorilla Justice, is an un-edited raw fictional version of realistic prison experiences and events through the eyes of an anecdotal translation of the inmate’s plight and suffering while enduring the harsh and toxic prison environment including solitary confinement.

Carl has been interviewed by numerous news stations and newspapers in Phoenix regarding the escape from the Kingman prison and other high profile media cases related to wrongful deaths and suicides inside prisons. His insights have been solicited by the ACLU, Amnesty International, and various other legal firms representing solitary confinement cases in California and Arizona. He is currently working on the STG Step Down program at Pelican Bay and has offered his own experience insights with the Center of Constitutional Rights lawyers and interns to establish a core program at the SHU units. He has personally corresponded and written with SHU prisoners to assess the living conditions and how it impacts their long term placement inside these type of units that are similar to those in Arizona Florence Eyman special management unit where Carl was a unit deputy warden for almost two years before his promotion to Deputy Warden of Operations in Safford and Eyman.

He is a strong advocate for the mentally ill and is a board member of David's Hope Inc. a non-profit advocacy group in Phoenix and also serves as a senior advisor for Law Enforcement Officers Advocates Council in Chino, California As a subject matter expert and corrections consultant, Carl has provided interviews and spoken on national and international radio talk shows e.g. BBC CBC Lou Show & TV shows as well as the Associated Press.

Illegal Alien on death row facing July execution



Reading an article about a convicted killer, who is a Mexican citizen, being scheduled to die in Texas on July 7, this year; it brings back the calamity of how Mexico interferes with our country’s laws and practices while not adhering or improving any type of respect to protect their own citizens from the violence down there along the border as well as inside their large cities. Activists on both sides of the borderland are up in arms about the upcoming execution of a criminal convicted of rape and murder of a 16 year old girl in San Antonio in Texas. While Texas is one of the more proliferate states to execute on death row, it is without reason to believe that this execution should be halted merely on the fact that he is a Mexican citizen.

While working as a correctional administrator in the special management unit in Florence Arizona there were two German born citizens are housed on death row, they too will be executed for a horrific crime committed in the past in the state of Arizona. Although they remain in contact with their respective consulate staff, the fact is they committed a felonious capital offense that fit the criteria for the death penalty which is a strong indicator of the viciousness or the lack of human concern for human life that some of these sociopaths posses regardless of their nationality. The United States has legalized the death penalty and the practice is clearly been reviewed by the U.S. Supreme Court as being constitutional. Perhaps if this criminal would have remained in his own country, he would not be in the predicament he finds himself in today as he will be executed according to our laws.

Human Rights groups and other activists continue to forget that when you leave your homeland and decide to live in another region or country, you must follow the laws of those regions and be ready for the consequences of such laws. Being here illegally, and having been convicted of a capital crime, this man has nothing to stand on to be considered for clemency or even a commutation of the sentence that was handed down by a court of law that found it appropriate for the death penalty to apply. The article read “Because the convicted killer is a Mexican citizen, the Calderon government is questioning the procedures that were utilized in sentencing the death row prisoner, Humberto Leal Garcia. The Mexican ambassador to the United States requested this week that Texas Governor Rick Perry delay the execution until a review is completed of the sentencing procedures.”

Illegal aliens and those who come live and commit felonious crimes must be aware of our laws as they have already blatantly decided to ignore the laws for entering this country. If this man would have not crossed our border back when he committed this crime, he would in fact not be sitting on death row as Mexico does not have a death penalty. Someone asked me a question earlier today on a facebook page about illegal aliens and their rights and after reading this story, I am satisfied to express my thoughts on this and that illegal aliens have the right to be executed by our laws just like those who were born and raised here as citizens of the United States and who committed a capital crime that warrants such a penalty.
