Carl R. ToersBijns is the author of the Wasted Honor Trilogy [Wasted Honor I,II and Gorilla Justice] and his newest book From the Womb to the Tomb, the Tony Lester Story, which is a reflection of his life and his experiences as a correctional officer and a correctional administrator retiring with the rank of deputy warden in the New Mexico and Arizona correctional systems.

Carl is considered by many a rogue expert in the field of prison security systems since leaving the profession. Carl has been involved in the design of many pilot programs related to mental health treatment, security threat groups, suicide prevention, and maximum custody operational plans including double bunking max inmates and enhancing security for staff. He invites you to read his books so you can understand and grasp the cultural and political implications and influences of these prisons. He deals with the emotions, the stress and anxiety as well as the realities faced working inside a prison. He deals with the occupational risks while elaborating on the psychological impact of both prison worker and prisoner.

His most recent book, Gorilla Justice, is an un-edited raw fictional version of realistic prison experiences and events through the eyes of an anecdotal translation of the inmate’s plight and suffering while enduring the harsh and toxic prison environment including solitary confinement.

Carl has been interviewed by numerous news stations and newspapers in Phoenix regarding the escape from the Kingman prison and other high profile media cases related to wrongful deaths and suicides inside prisons. His insights have been solicited by the ACLU, Amnesty International, and various other legal firms representing solitary confinement cases in California and Arizona. He is currently working on the STG Step Down program at Pelican Bay and has offered his own experience insights with the Center of Constitutional Rights lawyers and interns to establish a core program at the SHU units. He has personally corresponded and written with SHU prisoners to assess the living conditions and how it impacts their long term placement inside these type of units that are similar to those in Arizona Florence Eyman special management unit where Carl was a unit deputy warden for almost two years before his promotion to Deputy Warden of Operations in Safford and Eyman.

He is a strong advocate for the mentally ill and is a board member of David's Hope Inc. a non-profit advocacy group in Phoenix and also serves as a senior advisor for Law Enforcement Officers Advocates Council in Chino, California As a subject matter expert and corrections consultant, Carl has provided interviews and spoken on national and international radio talk shows e.g. BBC CBC Lou Show & TV shows as well as the Associated Press.

The Politics & Psyche of a Manhunt

The recent Southern California manhunt has touched off sparks of controversy as the police pressers explain their operation to the public and the press. The public information officer has worked overtime to avoid the expressions or hints of the very surreal things that are created by the dynamics of a manhunt especially a manhunt of a cop killer or sociopath that has no regard for human life.

The press release notice posted will purposely avoid touching on issues of police power, authority and dominating the situation either psychologically or  tactically / strategically with the force gathered to perform such an laborious task. They will remove and edit every inflammatory word to avoid conflict with human rights or civil rights issues.

The strategy will be to incorporate modern day political correct philosophies, tactical maneuvers, and other police equipment available as well as technologies used to distract the real course of actions taken during a manhunt. It will distract those issues of race, gender or former affiliations with organizations or family members.

They will incorporate previous historical events, justify the means to the end and describe how they chased this man through the region examining every tip, every camera shot taken and every piece of evidence or document found to create a legitimate reflection of truth and honest effort to bring this man to stand trial and face justice and not revenge.

The police will circumvent the systematic and organized search team components to avoid targeting a specific group for blame or political harm. They will emphasize and illustrate how this individual taunted this group of men organized for the manhunt and how he defied authority to surrender and with certain tenacity and graphic illustration present the evidence gathered of his crimes committed and how dangerous of a person he had become since the manhunt began.

The police chief or county sheriff in charge will evade and duck questions on the manhunt teams created and components of behaviors and attitudes embedded among the various law enforcement agencies gathered as one team and one purpose – to bring this fugitive to justice and not revenge.

Any other man that is targeted in a manhunt will be categorized as sub human to justify the kill if the need presents itself to the manhunt team. The man will be described as simply too dangerous to apprehend and through his own actions of killing innocents, he has become dispensable and expendable.

Police manhunts are not uncommon as they are organized every time a person becomes a fugitive of justice or acts out on manifestos that are harmful to the public’s safety or specifically dangerous to identified individuals contained within the documents.

Manhunts have evolved over a long time of practice that makes the end more predictable than before. The evolution has become a revolution in the spirit and nature of capturing a man on the run that has to avoid a team gathered with a killing spirit and focused on vengeance rather than integrity.

A manhunt creates a circle of hate, anxiety, fear, animosity, self-confidence and over confidence in the team’s ability to get the job done. It is a killing machine no longer under anyone’s control except through the contaminated rush of adrenalin and emotions. For one to believe there is law and order present every moment or every minute is living in an unreal world.

This manhunt team resembles more a mob mentality than a lawful gathering of law and order cops. It would take tremendous amount of leadership to keep this team under control and not set fire to their minds to evoke the violence and death wishes inside them throughout the entire time spent in the field searching door to door and house to house for this predator on the loose.

This hunt for heretics and villains is exponentially rapid in growth as others join the kill to end this journey destined to hunt a human and play on the safe margin of opportunity to protect the public. In their own sense they become the heroes saving the innocents and while on the hunt they perform their tasks flawless as designed for a killing machine. It’s a brotherhood gathered for justice but will fail in the delivery of such expectations.

In the end as the call comes in to gather at one destination and focus all their energy and munitions on the target there is a silence of twisted thoughts of peace and resolution in the makings. Weapons and gear in sweaty hands and tactical gear cleaned over and over during the time of waiting, they jump into the responding helicopters in their battle dressed black uniforms to finish the job once and for all as they have trained and practiced over and over with extreme prejudicial thoughts to redeem their losses and deliver the final blow of death and finality to the person hunted in this prolonged event that was stalled and created severe adrenalin hangovers now cured with the call to go.

Oblivious to humanity and all the associated rights that belong to a human being, the manhunt is almost over and the end is surely well within their gun sights as they sit anxiously on the helicopter transporter swiftly carries them over snowy mountainous terrain and into the wilderness spoken of on their two way radios preparing themselves for the gunfight of their lives.

The time of darkness is near and the fear of the man escaping custody prompts critical thinking to its limits as they are ready, weapons drawn and smelling the scent of the fugitive cowering right before them out of sight but surely within their eyesight and the crosshairs of their weapons front and rear sights.

For only a moment the opportunity knocks once to open fire without losing the advantage as the first round fired begins a volley of hundreds or more of smoke and fire that will eventually prevail any single fired shot at the end to end it all.

Moments after it started, the air becomes still as the silence reflects the damnation of a man killed in a volley of mass gunfire and smoke and fire burning so bright the whole world can see it is over. Strangely it is the smoke and fire that conceals the facts how the end really happened and how one man can withstand the efforts of so many others until he is exhausted and trapped into a no win situation for him in his self-prophecy in death contained within his own manifesto delivered for others to read and understand.

After all, during a manhunt such as this there are no intentions of capturing the cop killer alive as it would only prolong the destined death sentence imposed for such atrocities but executed in a more rapid and violent manner by those present at the standoff and making life and death decisions while under the mind altering influences described within the manhunts psyche and willing to die to end the struggle of survival of the fittest and not public safety although that aspect of the kill is an after-product desired as well.

It is only human nature that takes over the event as self-control and bureaucratic influences are set aside for personal redemption of the wrongful acts created as force is delivered in a firestorm of bullets and smoke that ends the manhunt with the desired outcome or results as it was designed from the beginning to the end whether written or spoken, it was done.
